Sigei: The DCI Driver Conducting Abductions for Eliud Lagat

The Arrest of Francis Gaitho

On August 6, 2024, activist and blogger Francis Gaitho faced a dramatic arrest by Directorate of Criminal Investigations (DCI) operatives as he exited Milimani Magistrate’s Court for a case mention. The operation was led by a Somali officer named Abdirahman, who, along with his team, forcibly bundled Gaitho into a white Toyota LandCruiser.

They drove him to Thika, 40 kilometers northeast of Nairobi, where they conducted invasive raids on his parents’ house and his apartment.

Abdirahman confiscated electronic gadgets, including phones and laptops, while three other officers staked out the premises, constantly communicating with their “superiors” via phone, receiving precise instructions on what items to seize.

These raids were meticulously planned, targeting Gaitho’s personal and professional assets to suppress his activism.

Sigei’s Role as the Driver

The driver in this operation was Sigei, later identified by the Independent Police Oversight Authority (IPOA) as the individual who transported the late Albert Ojwang from Homabay to Nairobi in an extraordinarily short time.

Gaitho confirmed that the Nairobi-to-Thika journey, which typically takes an hour due to traffic and distance, was completed in under 20 minutes. Sigei achieved this by skillfully overlapping lanes and using the vehicle’s siren, moving in stealth mode.

This rapid transit indicates urgency and coordination, highlighting Sigei’s critical role in high-stakes DCI operations beyond mere transportation.

The Anomaly of Albert Ojwang’s Booking

A critical detail reveals the premeditated nature of Albert Ojwang’s murder, distinguishing it from a routine incident or spontaneous act of violence in a police cell.

Standard procedure dictates that suspects arrested for social media-related offenses, such as Francis Gaitho and Alinur Mohammed, are booked at Kamukunji Police Station before their court appearances. Kamukunji, located in Nairobi’s Eastlands, is the designated hub for cybercrime cases due to its proximity to DCI headquarters and specialized facilities. However, while Ojwang’s co-accused, Kevin Moinde, was taken to Kamukunji, Ojwang was booked at Central Police Station in Nairobi’s central business district.

This deviation from protocol raises questions about why Ojwang was singled out for different treatment, pointing to a deliberate plan.

The Social Media Campaign Against Eliud Lagat

The root of this catastrophe lies in a coordinated social media campaign targeting Eliud Lagat, the Deputy Inspector General of Police, whose wealth surpasses his official salary.

Orchestrated by digital influencers, the campaign featured manipulated headlines and scheduled tweets on platform X, designed to cast aspersions on Lagat’s character and expose his illicit financial dealings.

These attacks were a calculated effort to undermine his reputation. Lagat’s cash flow, fueled by extortion and racketeering, involves businesses, matatu operators, and the lucrative miraa (khat) cartels.

His operations generate Kshs. 100 million weekly, amounting to Kshs. 52 billion annually, a staggering sum for a public servant.

The ALCOBLOW Money-Spinner

A significant portion of Lagat’s illicit funds comes from the ALCOBLOW initiative, a controversial breathalyzer program reintroduced to curb drunk driving. Influencers and commercial activists, including Boniface Mwangi, were paid to promote ALCOBLOW as a moral necessity, framing it as a public safety measure.

This initiative contributes 50% of Lagat’s illicit earnings, serving as a lucrative front for extortion. The funds flow to President William Ruto, enabling lavish weekend jamboree festivals hosted by his associates, Farouk Kibet and Oscar Sudi, known for their ostentatious displays of wealth and influence.

Ruto’s Involvement and the Sacrifice of Ojwang

Faced with mounting negative press about their extortion partnership, Lagat sought guidance from President William Ruto. To Lagat’s shock, he discovered that the smear campaign on X was orchestrated by two presidential aides, Dennis Itumbi and Gerald Bitok.

In a meeting convened by Ruto, a chilling decision was made to sacrifice Albert Ojwang, a blogger whose only crime was sharing content posted by Itumbi and Bitok.

This mirrors the fate of blogger Bogonko Bosire, who was sacrificed after sharing Itumbi’s fabricated content about hacking the International Criminal Court (ICC) website to influence propaganda in the war-crimes case against Ruto and Uhuru Kenyatta.

Ojwang’s death was executed with dramatic spectacle, underscoring a pattern of eliminating dissenting voices.

Sigei’s Orders and Central Police Station

Upon arriving in Nairobi from Homabay, DCI driver Sigei received a direct call from Eliud Lagat, instructing him to book Albert Ojwang at Central Police Station, bypassing Kamukunji, the standard station for cybercrime suspects.

Lagat then contacted Samuel Taalam, the Officer Commanding Station (OCS) at Central Police Station, to facilitate the booking.

Despite lawyer Danstan Omari’s attempts to deflect blame by claiming Taalam was in Langata with his “mpango wa kando” (mistress) during the booking, Taalam’s involvement is undeniable.

Omari and Taalam have enlisted blogger Aoko Otieno to spread this alibi, sharing unverified screenshots lacking substantive evidence or records.

The OCS’s Authority and Ruto’s Influence

Police operations dictate that nothing occurs in a station without the OCS’s knowledge. The OCS holds more authority than even the Officer Commanding Police Division (OCPD) or the Inspector General when it comes to suspects in custody.

Only the president possesses the political capital to convince an OCS to bend protocol in exchange for immunity and protection. Taalam received such instructions directly from Ruto.

The Tribal Connection

A striking common denominator in this incident is tribal affiliation. Sigei, the driver, is a Kalenjin. Gerald Bitok, the blogger, is a Kalenjin. Samuel Taalam, the OCS, is a Kalenjin. Eliud Lagat, the DIG, is a Kalenjin. Kipchumba Murkomen, the Interior Cabinet Secretary, is a Kalenjin. President William Ruto is a Kalenjin.

This tribal hegemony leads many to believe that they enjoy prosecutorial immunity

These ties transcend normal operational procedures, fostering a belief among the involved parties that their shared ethnicity and connection to the president render them untouchable.

This tribal construct is exploited to create the illusion that some individuals are above the law, enabling them to perpetrate crimes without fear of retribution.

Lagat’s Defiance and Broader Crimes

Eliud Lagat remains defiant, refusing to resign despite the mounting evidence against him. Beyond his role in extortion and racketeering for Ruto, Lagat is implicated in other heinous activities.

He orchestrated the killing of members of the Kipsigis community in Narok over a parcel of land that Ruto sought to acquire through Kericho Senator Aaron Cheruiyot.

Additionally, Lagat staged goon attacks at the Kasarani PCEA church in Mwiki, where former Deputy President Rigathi Gachagua was attending.

As Ruto’s primary operative for dirty jobs involving chaos and murder, Lagat’s refusal to step down underscores his deep entrenchment in a network of corruption and violence.

Call To Action 

Kenyans, the time for half-measures and empty promises is over. We cannot sit idly by while President Ruto’s regime strangles our nation with corruption, incompetence, and brutality.

Not one policeman has faced justice for the blood of innocent protesters spilled on our streets, and abductions continue to terrorize our people. We cannot wait until 2027 to reclaim our country, this is our moment to rise!

A Total Shutdown is our weapon, our collective roar against this tyranny. Kenyans, sacrifice one or two weeks of normalcy to shut down schools, businesses, and every artery of this corrupt system. Let us grind this nation to a halt and show Ruto that we will not be silenced or subdued.
